windscreen is the foam thing that goes over vocal mics in live applications. A pop filter is a circle of screen that goes between a singer and a mic in a studio environment.

And yes, they're necessary unless you like extraneous noise in your recordings or live applications.

if i just put some pantyhose over the mic, will it have the same effect as a windscreen?

other way around dude, but yes they are necessary or every time you use a word that starts with "P" sounds there will be an annoying popping noise.

the pop filter is more for keeping spit off the mic while youre singing.

^It's to stop clipping/popping from occurring when pronouncing strong consonants such as P.

If you stretch a pair or three of pantyhose over a metal clothes hanger and put the mic a few inches behind it, you have a very effective puff filter. Don't stretch it over the top of the mic itself...bah hah, I laughed out loud at the idea of somone singing into a SM58 shoved into a pair of pantyhose.

I disagree.

This is what a Musician's Friend search for "windscreen" gets:

if i were to have a clothes hanger for a pop filter, how would i attack the close hanger to the mic stand?

EDIT: and when i record acoustic, do i need the pop filter?

^ Tape? Wrap the wire around? It's not that difficult. And no, it wouldn't make a difference for recording acoustic guitar. All it does is remove the really percussive effect your voice can have on a mic. And if you have a condenser, they're a must when recording vocals.
