What makes a tone pot a tone pot, is a tone pot 250K and volume 500K or is it how the pots are wired?

Also when should i use 250k and when should i use 500k?

500k sounds brighter than 250k that's all I can remember. I think I would like 250k better.

A regular pot becomes a tone pot when you wire it up to a capacitor like in this diagram.

A tone pot rolls the bass frequencies off. The difference isn't in value, it's that it has a capacitor that is tied to ground.

tone pots roll off treble.

actually, it can roll off whatever depending on the capacitor's value.
