Ok, hammering on and oulling off is a little rough for me. I can pull off just fine, but I can make a loud enough sound when I hammer off and try to maintain a good speed, can you guys give me some tips?

^exactly right.
just practise slowly at first concentrating on voicing the notes properly...
then increase the speed of the metronome.
as your fingers build up strength, the speed will come.

I say try that 21 day speed training program thats posted in the sticky in the musician talk forum I'm in the middle of it myself and I can see vast improvement in my sweeping and playing overall
