I need to make my Mp3s smaller without reducing quality. Is there anyway to do this? i would even pay for a program as long as its not too expensive

Well, no.

but what you can do is just drop the quality to 160k and it still sounds very good and is pretty small. Size and Quality is a linear equation; size is proportional to quality.

128k is pretty awesome too. and its small enough to fit almost every METALLICA song onto a single disc for the mp3 player in your car...

You could use another codec like mp4 or aac, those have a better file size / quality ratio. You could squeeze it down to 128 kbs with those. I have a few 128 kbs mp4/m4a files that still sound acceptable. That bitrate is simply too low for decent sounding mp3, for which 160 is an absolute minimum imho.
But the downside of mp4 etc. is that not every device supports those file formats. Think about that before you transcode everything, i still regret my phase when i ripped all my new CDs in OGG *slaps forehead*

What do you want to put them on? an mp3 player, CD, something else? If you want to put them on an mp3 player, the only thing you can really do is to reduce the bitrate, because not all mp3 players play other (smaller) filetypes. As far as I know, WMA files are a tad bit smaller than mp3's, and lots of mp3 players accept WMA files, so you could try converting the mp3 files to WMA.

edit: As for how to reduce the quality, it depends what program you use to convert from CD to mp3, or what program you use to transfer files in.

I'm not a huge fan of Windows Media Player either, but I'm just saying the files are a tiny bit smaller.
