If i am not mistaken, guitars with a fixed bridge, such as a tone pros, need a neck angle of about 3 degrees right?

Usually, yes. The bridge can be recessed a few milimetres so you can get the bridge lower.

setting it up in a mill vice with a 3 degree angle plate and cutting it out
