Hi, i will soon build a guitar, and im shopping for parts

I saw some cheap locking tuners on guitarfetish that looks good. but i have 2 questions:

1. Is it possible to change tunings with locking tuners? i tried to figure it out looking at the pics for a good 15 mins :P

im not paying 50 bucks for tuners, im on a budget

you must be able to unlcok them to be able to tune it in the first place

ill just get some normal tuners, i dont really need locking ones since im not getting a tremolo, its just gonna be simpler with normal tuners
