Depends. It's usually the sound engineer (Which alot of times, is also the producer) who does the final mixdown.

The producer alot of times is a HUGE part of the creative process and songwriting, especially try for pop bands. You think those bitches write their own music? HA!

In digital music (Dance music, synthy stuff) the producer is the person accredited with writing, preforming, arranging, mixing the song, etc.

In a lot of electronic/pop music the producer is the person responsible for everything.
