I want to paint my strat to look jimmy hendrix'x flying v. I was told i could scuff sand my strat and just paint the design on.

Two Questions:
1) Am I just suppose to scuff sand it?

2) What is scuff sanding?

it means you use a fine-grit sand paper to rough up the paint so the new coat will stick, rather than stripping the old one

1). Yes.
2). All scuff sanding is, is ruffing up the paint a little bit with 320-400 grit sandpaper. Not enough to really take any paint off, but just enough to leave grit marks aka something for the paint to stick to.
