"Techno"'s a very broad and musically incorrect term (as my Trance-obsessed brother has beaten into my skull). Try stuff by Infected Mushroom - not really traditional blippy electronica you might be looking for, but it's good shit.

There are quite a few 'techno' songs with lyrics. You should read up on electronica first. In addition to my first suggestions, go for Autechre and Daft Punk as well.

not exactly "techno" but daft punk has some pretty sweet crap check out ther "discovery" album for some of there best IMO

not a single artist mentioned so far plays techno. techno is not the name for all dance/electronic music, kids. it's like calling all forms of rock music 'punk' or 'metal', it simply isn't true.
