i heard the beatles did 11th and 13th by singing the 11th and 13th triad note

so if i was playing C9 and sing the F note over it, would i be playing the C11?

and if you can tell me the proper way of doing it

You are correct...however, it DOES mean you will have colonol cancer.

You'd be creating that chord the same way two guitars can play a note an octave apart and the band would still be playing an octave interval. It wouldn't be a 11th chord on guitar so to speak.

So yes, in a way, you would be creating a C13 or C11 chord, but not neccessarily be playing exactly that on the guitar.
