Ive been thinking about getting recording software or equipment for a long time now. The problem is that I am on a tight budget. I'm very desperate, and I was wondering if anyone has any suggestions as far as computer software that would let me record drums, bass, guitar, vocals, and all, and mix them together to make a song.
All of the ones Ive seen so far are only for guitar.

I use GarageBand... I'm pretty sure you can record anything on it, you just might need some kind of adapter (mainly for drums.) In fact I'm using GarageBand right now to record a sweet lil ditty of mine.

How much does a decent mixer cost, and this Garageband, how much is it as well?

I'm not really sure how much GB is, because I got it with the new iMac. I'm sure someone on UG knows.

If your using a computer i highly suggest an interface. I went to guitar center and for 100$ I got an Alpha interface and Cubase, but only 2 inputs. If your gonna record drums I'd suggest running them through a mixer first.
