If you're using a head that has a lower wattage than the cab it's plugged into is, then will you only get as much output (in terms of wattage) as the head is rated at or as much as the cab is rated at?

only as much as the head is putting out

the cabinet is just speakers in a box, all it does it convert the output from the amp into sound waves, doesn't add any power of its own

Yes, you'll only get as much as the head puts out. But from what i've heard, you're going to want a cabinet thats a little more powerful than you're head. I.e., 100w head with 120w cabinet.

Another question: Is the Orange Tiny Terror loud enough to be heard over a drumset or play a small gig w/?

I'd say so. It'd be heard better through a 4x12 than a 1x12 because it'd be pushing more air though.
A dwarf might hear you. What then?
