Usually it's just a pre-recorded track that's played while you are playing. Like a drum track, a beat, a rhythm guitar track, or a bunch of other stupid stuff.

..... that's a backing track.

The effects loop on an amp is an output that goes after the pre amp and before the poweramp, so you can send the signal with EQ and distortion on it to effects units (delay, wah etc) without there being so much output as to destroy their circuitry.
