There is no D#... so going by how it's voiced - Gb-11 is the best name for it, imo.

Seeing as the D# is contingent to an Emaj11 chord (outside of jazz, anyway, but in Jazz a maj11 chord will also usually entail a sharpened 11) calling it either F#mi11 or Emaj11 doesn't make much of a difference. It's also not common for the nine to be the bass note of a Maj11 chord (Velvet Rrain).
