this year i have a chance at playing bass at school instead of euphonium cuz the bassist we have now wants sax. one problem though. i dont have a bass(im a guitarist btw). i have 3 questions...

1. If my friend lends me his bass for 1 semester (about 90 sumthin days), is 35$ a good price? he wont lend it to me for free. that includes amp.

2. If he does lend it to me, what are some bass basics?

1. screw paying for borrowing it. If you're paying go buy something

2. its tuned the same as a guitar but an octave lower, not a big mystery there
spend some time working out that finger stuff and you should be ok

i dont want to play bass outside of school mainly because im too poor to buy my own and im still learning guitar

Just get a Squier affinity series and a decent amp. They are good for beginners and casual bass players with some adjustments. ohh and you never finish learning an instrument, so you shouldn't worry if you're still learning guitar.
