not leaving much to the imagination there! try a hybrid amp they may surprise you. sometimes the valves are either in the pre-amp section or the power stage so you should find out which one is better

For the best tingle, use Original Source mint. That shit feels amazing on your balls.

With that budget your really limited. About the only good tube amp in that price range is gonna be a Epi VJ combo.

What genres do you play? What guitar do you use?

Doesn't matter much. At under $200, she really only has a choice between a few 5W combos. Even used, it's tough to find a 15W tube amp for under $250.
You Don't Need a halfstack.

You Don't Need 100W.

Will something like a Blues Junior or Valve Junior with a good overdrive give anything resembling rock/hard rock sounds?
Austin Les Paul rip-off that sounds really nice

if you use the od switch on the Blues Junior you can get some pretty good hard rock sounds

Don't forget the champion 600 which hasn't been mentioned. I would probably go with the Palomino v8 with an Overdrive though.

I got my Peavey Classic 50 for 200 and it sells new for 900
I bet she could fine a 15w combo for under that.
