depends on the pickups.

usually not much. a little brighter at most.

edit: when i said brighter, i meant taking them off.

I'm pretty sure they supposedly beef up the lower end some while cutting some of the treble, which is why certainly guitarist (such as Jimmy Page) often removed the bridge cover for extra high-end "bite". Personally I've never fooled around with it enough to say.

^that's why it depends on the pickups.

in most cases it's really hard to tell the difference.

in my experience, stock covered pickups sound better with the covers off.
usually because they are so weak to begin with, you can hear the extra "umph"

in quality pickups, it really depends. some are covered in ways that are specifically meant not to change the tone in the slightest.
