if i play g-----13-12-10------ should my fingers 2nd finger touch the fret board or should it stay floating over it?

Well, Just for that, I'd use my 1st three fingers to play it, but if the rest of what was happening made that difficult, then yes, the 2nd finger should float.

No it's not. It's true most people underuse their pinky, I'm not one of them, but sometimes it's jist not practical to use your smallest finger when you have 2 others that are just as capable.
