I just had my guitar set up with 11's on it. I wanna tune 1/2 step down, but the strings are already quite close to the fretboard.

Am I able to raise the action by myself?

I have a Epi Les Paul.

have you tried tuning down with the action the way it is? because a 1/2 step could still workk

Yeah but it's too low anyway in just standard tuning, I just want the strings a touch higher.

What bridge is it? Is it wrap around or TOM? If its TOM there should be two screws to the side of the piece nearest the pickups. They should raise the action for the whole 6 strings. Also be cautious as its very easy to go over the top.
