its a Licensed Floyd Rose on my peavey vortex. i tuned it a half step up, did a crap load of bends and even held the arm up for a few minutes to strech out the strings but after im done tuning, locking, retuning and doing a couple of dive bombs, random strings go a quarter to a full step out. although, i dont have taht metal bar with 2 screws in it above the locking nut lowered all the way...could that be the problem?

i still got the factory strings in and im poor so i cant go set it up, i just blew all my cash on this guitar

That bar is called a string tree. Nothing to do with your problem. The only thing you can do is make sure the Floyd is set up optimally. There are at least two great step-by-step threads about 2 or so months ago. Punch in Floyd Rose on the UG search. Good luck.
