What kind of chord is this? what is it called?

d|-------------------------------------------------------------|
a|-------------------------------------------------------------|
F|-------------------------------------------------------------|
C|----16-16----16-16----16----16-16----16-16----16-|
G|----15-15----15-15----15----15-15----15-15----15-|
D|----14-14----14-14----14----14-14----14-14----14-|
A|----13-13----13-13----13----13-13----13-13----13-|

A# E A# E

That could be A#dim, if there was a minor third involved. As it is, I'd just call it a tritone interval.
#5
that would just be one octave up from

---------------------------------------------
---------------------------------------------
---44-----44----4-----44-----44----4---
---33-----33----3-----33-----33----3---
---22-----22----2-----22-----22----2---
---11-----11----1-----11-----11----1---

in the same tuning?
in that case, a#, e, a#, e?
anyway
i have no idea

i know way back in the day they called tritone chords like that the devils chord, because the notes are honestly pretty ugly when played together, and they thought it sounded evil
