I can tell you right now that is not Steve Vai. It is some neoclassical player, Malmsteen, Becker, might be Paul Gilbert playing a classical piece. Not Vai though.

Either Becker, Gilbert or Cooley.

Sounds a lot like Cooley's tone, actually. He doesn't usually play that sort of stuff, though.
