tune every smaller string next to gdae and octave higher and tune the high e and the b pairs the same

^Correct. A 12 string has the 6 strings that can be found on a 6 string guitar, but each string has a 'twin'. As said above, the 4 thickest strings (EADG) have their twin tuned an octave higher, the 2 thinnest strings (Be) have their twin tuned to the same pitch.
