In a guitar amp, what exactly is an effects loop. I don't understand, can someone explain please

I might be wrong, but I'm pretty sure it's when you plug effects into it, it adds the effect after the preamp's distortion, making the effect clearer.

That is correct. Effects like delay or echo, as well as modulation effects and others, sound better when they are applied to the sound that is already colored by the amp. That's why some amps have effects loops.
