That doesn't matter, police are obligated by law to both read you your Miranda Rights and tell you why you're being arrested before they get you in cuffs and in the car...

But there is an exception, but that is only when it is for public safety or something.

Right, but if the officers told him he was under arrest for violation of terms of probation, wouldn't that constitute telling him what law he's broken? I'm not a legal expert, so I'm not willing to argue the point or anything, I just figured that would be how it would go down.

Also: Was he immediately arrested? If he was just detained, then I'm fairly sure the cops don't have to read him his rights or the like. Until the officers say "I'm placing you under arrest" (or a similar phrasing) the person is (obviously) not under arrest, and the Miranda rights don't apply to him.
