Exactly. Its tricky to get used to, but even after a few bars it gets much easier.

Another way to think of it is that every note has twice its original length if you keep the same beat.

Basically if a song's tempo is 140bpm then it moves to 70bpm but still keeps the same time signature. I think that is the technical definition. It means what it says, Half-time
