Is this a string height or neck problem? My high e bends around the 15+ frets tend to bottom out if I do full step bends. Is this a string height or neck problem? Which should I be adjusting first? :/

Try adjusting the strings first. If it's not them, then try the neck, but make sure you know what you're doing.

Adjusting the neck is pretty major and you don't want to make a mistake.

it could be simple as the radius of your fretboard. my tele only allows about a full-step bend, then it frets out. but that's also anywhere on the neck...
