a preamp models and shapes your tone to sound like a mesa or whatever.

a power amp amplifies the sound. the volume level that comes out of a preamp is about enough to power a pair of headphones (maybe).

read the sticky on amps.

preamp, boosts instrument level signal to line level, will shape tone if it has an EQ

power amp takes that line signal and amplifies into a powered signal to drive speakers.
