I am currently tuned half step down and using Ernie Ball Regular Slinky 10s.

I am thinking about getting the Skinny Top Heavy Bottom to get more beef out of the lower strings will I need a setup?

Technically speaking yuo should check/adjust setup everytime you change strings even if same gauge...hardly anyone does but with different gauge you may want to..it never hurts

i changed from normal strings to heavy bottom skinny tops and it worked out fine

The only thing you need to worry about is adjusting the truss-rod.

Yes, since theres no tremolo to worry about. That's the only thing. The truss rod will need tightening slightly.
