no,,, Its a standard b chord, with an f# in the bass instead of a b,,but in this instance you can have the b there too,,,

If you see a chord such as G/E

It means Its a G chord, with an E note, in the 6th string.

A/ F#
A chord, with F# note on the 6th string

Etc..

If its impossible to finger the note on the 6th, do it on the 5th and play the chord normally just without whatever was on the 5th.. if that makes sense

just one extra note:
if you're playing something odd like a Bb minor w/ a G in the bass (Bb-/G), you can actually omit the lowest note in the Bb- chord. see:

x (omit this too to make things easier)
