When I bend strings past the 10th fret, the strings above the string I'm bending go over and on top of my fingernail. Before the 10th fret, all the other strings bend. Is this normal or is my action too high?

It could be down your technique, the action or the neck bow.

I suggest that you first of all check the trussrod.

After that play around and try if you can prevent the strings from going over your finger by actively focussing on it. If this still doesn't help, lower the action a little.
You've read it, you can't un-read it!

Seems like you have a little high action, but as long as your comfortable and intonation is good it doesn't matter. And also yeah it could just be from your technique or other various things.

Its probably your technique. I've got my action pretty low and if i'm not careful i do that. Try arching your fingers a little more, and cut your nails short.
