What makes a technical death metalband good, becease there is alot of the same tech death metalbands. My favourite's are probably:

necrophagist

Nile is considered tech death and Cryptopsy is also. Nile is awesome. IMO Cryptopsy is alright.

New Cannibal Corpse is pretty tech, still brutal death metal, but if you can look at Pat O'Brien's riffs on The Wretched Spawn and tell me they aren't technical, you're a liar.

Not a big fan of tech (Unintelligible Vocals = Turn-Off) I have found the one Teach Death album I would buy.
Winds of Creation by Decapitated. It literally ****s talent. Drummer Vitek was 15-16 when it was recorded.

Well decapitateds winds of creation has some riffs very similar to sinister (cant remember the songs), but it still kicks ass! theory in practice, DEATH (symbolic and TSOP), Sleep Terror,Martyr

Good tech and enjoyable at the same time, too bad most tech death bands fail to mix both of those formulas together.
- Treat people the way you would like to be treated.
- Don't do to others what you wouldn't like others to do to you.
- Live and let live.
- Always tell the truth.
- If someone looks at you, just give them a nice smile they won't soon forget

Don't know if people would call them tech death, but they're technical enough for me: Quo Vadis. Defiant Imagination is as good as they come.

I don't know I've always thought of them as relatively big... though I honestly couldn't tell you. They are pretty bitching... I only own ten or so songs by them though.
