I don't know if these would do what you like but:
Digitech Whammy
Boss Phase Shifter
Boss Octave
Boss Super Octave

Look into those. Do you want to go an octave up or an octave down??
I'm assuming down.

I personally have the DOD FX35 Octoplus. It's old, it was my dads. It gets the job done. I can play basslines with it with no original signal, or I cna make it so it plays the guitar and octave at the same time for some cool solos. The only down side is that it's not very bypassed and it colors your tone a bit. Also you can only play single notes. More than one note causes it to just become an inaudible gurgle of sound.

But I don't even know if you can find them anymore, so it probably doesn't matter...
HEY
Do you like anime/manga?
PM me about buying the graphic novels I'm trying to sell

Get the DigiTech Whammy. And actually yes, Dimbag used one for some of his solos. It's amazing. You can harmonize or play just the octaved note. Up one or two ocatves, down one, two, or four octaves, down a whole step, ect... And you control it in real time with the attatched expression pedal. And it's not actually true bypass, but uses very advanced bypassing technology. I know I must sound like a sales person right now, , but it's a great little machine. Check out all the specs at DigiTech's website.
