Alright, well since my 5150 isn't selling I need something to spend my money on so if I can't sell it, after I buy some pedals and speakers, I was thinking about getting a decent PA since we don't currently have one and it seems like no good vocalists here have one anyway.

Budget would be as much as $600-700 or so.

I'd really just like a nice sounding PA that we could use at practices and maybe some house parties, so doesn't have to be too loud. However, I want the best sounding I can get for the price (obviously), so recommend me something!

I've had tube amps for a while now, but never actually had any go down on me

maybe you're not saying the right things? an amp likes to know you care.

Fender has a pretty good PA system, and it folds up into a case. Also look at Kustom PAs.

Any specific models anyone could recommend?

Kustom PAs, although cheap, are ****ty mono monstrosities that have never, in my experience, sounded anything other than horrible.

Stay away.
