I am going to start to shred. I have going to start with doing steve via's 10 hour workout. Is this a good first thing to practice finger control? Do I master each lesson and slowly bump up the speed?

steve vai's 10 hour workout is a great way to get faster and have good control, and yeah, you do get each exercise sorted and increase the speed. Also, check out john petruccis rock discipline if you can, its awesome

Yeah, Steve Vai's *30* Hour Workout really is great. Yeah, learn to do the exercises first, then build up speed. +1 to the Petrucci one too.
