The chord is a Dminor and the lick is a D mode. Can't tell you which one though. Damn lack of theory.

EDIT: The last 3 notes are Bb and A, so i guess you change to those notes as the rhythm changes chords from Dm to Bb. I presume that is what you want to know.

-Well, the chord D - minor consists of D, A and F, which are all part of D - minor scale.

The riff you've posted consists of (in order) D, F, D, C, D, Bb and A, D - minor scale (TTSTSTTT, S is semitone and T is tone) consists of D, E, F, G, A, Bb, C, D (which is also F major scale) all the notes are there.
