Get on Musician's Friend and narrow down the search to
amps>heads>tube>$600 or less
And look for the watts in the name of the amp.

As said, why a head?

Otherwise the Windsor is your best bet. Even if it's 120 watts it's not that loud, I had it at about 2-4 in a store without it being too loud at all.

wtf. that's ****ed up. EL34s and EL84s are generally similar, except in class A EL84 produces 5 watts and EL34s produce like 20 watts.

but in reality, an amp using a ****ty Sovtek EL34 would sound like a piece of **** next to an amp using Tungsol EL84s. seriously, i'll respect the difference between KT66 and EL34, but i think it'd be a waste to get an amp just because it has EL34s. r u gonna crank it a lot? if not, there would be no point in getting EL34s. if you are, if you can get a 50w cranked, u can probably get a 120w to cranked range.

Yea true.

I agree that if you want ocerdrive and more poweramp distortion, EL84s are a great choice.
