My question is... why? His tone is a generic high gain tone, with mindless sweep picking. That said, you're only option is going to be a modeller of some kind; Roland Microcube, Randall RG, along those lines.

the amp doesnt matter when it comes to herman li's effects laden tone

so $200 would be sufficient, but you'll need a lot of $$$ for the enhanment pedal and studio magic

Valvetronix is my favourite modeling amp. That being said, a small Crate Palomino tube amp and an OD/EQ would put you in that range of gain, with real tone to fall back on if you ever end up wanting it.
