A fully diminished chord has a bb7, not a natural sixth, but you're still right that it's not simply 1-b3-b5. Generally though, the term "diminished", on it's own, is used to refer to a minor chord with a b5.

Correction, diminished chord has a double flatted seventh, which appears to be a major sixth but really isn't.

^- I would say Archeo Avis is right, that a diminished chord has the intervals 1-b3-b5 and the chord you're referring to is a dim7 chord (1-b3-b5-bb7).
