how is this performed? i have read things that say to slightly lean your hand on the strings when you play
but is it like a palm mute where i use my hand that holds my pick,and i push down on the frets with my other hand?
or do i lightly put my fingers on the frets, not giving a palm mute sound like? or is it both?

i take it you're trying to play upstrokes?
or are you talking about the sortof semimuted strokes you hear in reggae?
both are done similarly
for normal ska you can do two things

1. with barre chords mute w/ your left hand on the down beat and play the chord on the upbeat. X^X^X^X^ like that. it helps you to keep rythym too

2. the way i've found easier in some instance as i've improved is to play the upbeat and mute on the down beat with my pick hand

You lift up your fretting fingers a lil bit when you play downstrokes (so you're still touching the strings but not making sound). If that's what you mean...
