Does anyone know if my computer can actually print like the labels on the front of discs? Not like print it out then stick it on kinda like burn it onto the disc. I have Windows XP running on an HP with a CD-rom drive and an HP DVD / CD-writer combo drive. My friend said theres a way to do this but I'm not really sure how it would work.

Your DVD burner would probably need LightScribe, that lets you put images on special DVD's.

It's hardware.

Lightscribe burners are the only ones that can do it to the best of my knowledge. They're pretty cheap too.

It's hardware, as it's a feature of the DVD burner, not sure about needing software on the computer though, as none of my DVD's are lightscribe compatible. Google may yield more certain results than me.
