are you getting any responce from the tuner? check your cable first. tuners can be
quirky. this is simple stuff, so be patient. you'll figure it out.

can you tune the high strings? also it is good to play 12 fret harmonics.

Unplug it, lay the bass on its back on your lap, and lay the tuner on the bass next to the strings. Tune with the mic. Also, sometimes it won't pick up the frequency because the string is so far off, and you need to turn it a few times until it starts to recognize it.

I don't know much about active pick-ups but, if your bass has them, maybe you need to change the battery. are you getting andyresponse if you try and plug it into an amp?
Slap a bass, not a ho.

Do you have another cable to plug in? Static usually means there is a short somewhere, either in the bass or the cable. Start with the cable and if switching it out doesn't cure the static, then you have a short somewhere in the electronics of your bass.

What kind of bass are you playing?

My bass is a Lyon by Washburn bass, And I tried to switch the cables, Still not working, So i'm guessing that its a shortage in the electronics in the bass

It must be the wiring in the bass. Go to your GC or any local music shop and have them check the wiring.
