My band wants to record drums w/ a click track-but the click is so quiet in the headphones that our drummer can't hear it over his playing. Would a headphone amp help make it louder? Right now we're just using the headphone out on the recording interface. If a headphone amp is what we need, what would be the best one to get for under $50 US?

That would technically work, but for later editing/dropping in it would make life a lot more difficult.

Sure. Since sound isn't a big deal, try the Behringer HA400. Actually, I've owned one, and it feels very good, much better than a $20 piece of equipment.
