I make custom guitars and I'm based in newtown wales. There are a tone of other luthiers as well. The best one to go to depends on exactly what you are looking for in a custom guitar.
Not taking any online orders.

Ligra guitars are ment to be pretty good, DaveMc has one i think. A v if im not mistaken.

Feline, but their prices have gone up recently to £1900 (average price) from what used to be £1300. Shame, they looked awesome!

There's a guy near me who makes some decent guitars (near enough round the corner from me to be exact) called Wez Venables: http://www.wezvenables.co.uk/index.html
Then there's Jaden Rose who's making me a custom neck for my Ibanez who does some: http://www.guitarworkshop-uk.com/

And if you're planning on spending absolutely loads look into Cottham guitars.

Two of these "specialise" in Ibanez style guitars BTW.

Just look around you'll find some great luthiers.

feline are meant to be very nice, but as you said are expensive.

that wez guy posts a lot on the bareknuckle forum. I haven't tried his stuff, but he seems to be a very nice guy, and the pics of his work look good, lol.
