i tried some basses at my local store and when i put my hand in the neck of the frank bello`s jazz bass it feeled really soft and comfortable
and i noticed that it was a shiny neck
it seemed to have some kind of special paint
any idea of what whis thing is or how to do it?

Maybe it had just been well worn. It's a MIJ though, isn't it? Maybe there's a difference between the poly on the MIJ and on the MIA Fenders.

Check out the Fender Highway 1 basses, those have the best neck finish EVER. I've never played a bass with a neck that felt as nice as my Highway 1 (first series, not the new one...I'm not sure if the new ones have the same neck finish).
