How can you have a capo on 1 st fret and it tab it says to hit a note in 1st fret. You can't do it for the capo can you?

It means the first fret in relation to the capo. So it's the first fret above the capo. so it's the second fret.

it will be playe as WITH CAPO ON 1 FRET

It means that if the notes shows up as a 4 on the G string and there is a capo on the 2 fret, you are actually playing the 6th fret.
