the tab is one i made i got it from somewhere i forgot. I see a lot of sweepers hit the last note 2 times then descend down. Is this true for every sweep?

No, do whatever you want to do. When I do those little 3 string sweeps, I usually repeat them a few times in a row, so I only hit the top note once.
