my very basic setup cost around $3000 not including soundproofing. Have you thought of going through colleges and asking them if any trainee engineers need a band to record? i just did this and realised i wasted 3 grand.

i guess you could go with

1gbRAM 7200rpm HD Duocore PC and firewire interface $800 approx
thousands of dollars of plugins and software on torrentspy (dont endorse this tho!)
Noise reducing plug in so you wont have to acoustically treat a large room
Old blankets and nails and kit out a cupboard for vocal takes
rent all the mics for a weekend @200 maybe

Home studio's equal alot of dough. If your just recording for pratice purposes or small demo work just get a m-audio pre usb and two sm57's and a good vocal mic but your gonna need a computer and you have to record each instrument seperatly. That alone is 450-500 bucks. So thats an example of what you are looking at in your budget range. If your recording a demo or really recording for a cd do like the guy said above or find some cheap studio time.
