Hello all!
This is my first post on these forums so I guess I'll give you a quick idea of what I like to play. I listen to players like Steve Vai, John Petrucci, and Guthrie Govan. I'd like to end up with a sort of jazz-rock-shred fusion style to my playing.
My question is, when I see people doing ridiculously fast picking runs like the one in this video at about 3:40, what is the correct technique behind these runs? I've heard many conflicting opinions on whether to pick from the wrist, forearm, both, or elsewhere. Also, is there any special way to angle the pick that makes it easier to glide across the strings? Any help is very much appreciated! Thanks and rock on!

I would pick with your wrist, alternating. And if you want jazz-shred-fusion, try out Al DiMeola's electric stuff, like Race with devil on Spanish Highway.
Really, its whatever is best for you, everyone is different, so the only person who can answer your question about technique is you.
