Sometimes when people say that, they might also mean that Japanese Fender copies are better than the actual Fenders. For copyright reasons, a lot of those can't be sold outside of Japan and quite a few of them arguably do deserve the reputation of being equal to or better than Fender.

If you search there are some places in Japan that will ship it here to you, but you are going to pay a whole bunch for shipping. Might want to try ebay or craigslist.
